Our Leadership

Erin Davis (she/her) has used her Doctorate in Pharmacy from the University of Nebraska, to dedicate herself to helping others. This work has taken shape in a wide variety of settings including transplant medicine, emergency rooms, surgery, labor and delivery, neonatal intensive care, pediatrics, hospice, home care, and now ambulatory care.
Erin is an avid reader that spends her free time with her loving family, enjoying the Oregon coast, and rock climbing.

Keiran Hadley (she/her) grew up in Providence, Rhode Island but has been on the West Coast since she started her undergraduate education at the University of California – San Diego. Following her graduation, she moved to Eugene, OR where she worked with Northwest Youth Corps for several years. While at NYC, she was able to educate and empower youth program participants to be environmental stewards and active members of their community. She also worked with the corps’ community wildfire protection program, where she had the opportunity to teach community members about wildfire preparedness and perform fuels reduction work on both private and public property in wildfire prone regions around Oregon. She currently attends the University of Oregon School of Law and serves as the Co-Director of two student organizations – Land Air Water and the Green Business Initiative.
Keiran joined Resource Tap in the Summer of 2023 and currently serves on the organization’s board as the Secretary. In her free time, she enjoys backpacking, cooking, reading, and spending time with her family.

Rachael Ellzey is currently a ground operations supervisor for a major airline in Bellingham, WA, and she has worked in the aviation industry for 22 years. Her interest in emergency management grew from the airlines’ initial training, that was dedicated to preparedness and response to aviation incidents. This interest has grown over the last decade and is what led her to join Resource Tap.
Originally from the foothills near Sacramento, CA, Rachael and her family moved to WA in 2021, where they embraced all that the Pacific Northwest has to offer. When she isn’t planning for the worst or helping her team at the airport, Rachael loves being outdoors with her family, friends, and/or dogs. She loves to travel and thinks the best day is marked by finding a new place where she and her family can get pastries and a hot coffee.

Erica Salas is originally from Portland, OR but has bounced around the West Coast for most of her life and now resides in Eugene. She was affected by chronic wildfires when she lived in Paradise, CA and thus ignited her passion for helping others and raising awareness about natural disasters. She currently is involved in the legal industry, having obtained a B.A. in History and minor in Legal Studies from the University of Oregon. In her downtime, she enjoys baking, crafting, reading, and playing with her puppy!
Our Backbone

Corwin Bell (she/her) holds a Bachelor’s degree in Emergency Management and has been working in that field since 2018 doing disaster planning, preparation, mitigation, public outreach, response and recovery. She has served a verity of roles in various Emergency Operation Centers. She has designed and facilitated workshops and trainings on a variety of topics since 2005. In addition to her work with Resource Tap, Corwin teaches in an after school program for disadvantaged youth.

Dan Hurley is the Director of Public Works at Lane County, Oregon. He is a graduate of West Point and the University of Oregon. He has a background in environmental engineering, solid waste management, and organizational leadership. He served as the Incident Commander for Lane County in the months following the Holiday Farm Fire in 2020, and he continues to work to improve disaster preparedness in the region. He lives in Springfield in a house filled with an excess of animals and he loves getting out into the woods whenever he can. Dan works to build community through Scouting, Rotary, the Mankind Project, and Resource Tap!

Laura Ramnarace, M.A. (she/her) has worked since 1999 in the non-profit sector and is a contractor in the fields of substance abuse prevention, restorative justice, conflict intervention and education, and as a mediator for New Mexico’s Children’s Court. She enjoys hiking, yoga, writing, crochet and her cats Katniss and Kali. She resides in the traditional territory of the Chiricahua and Warm Springs Apache people which is also known as the Gila region of southwest New Mexico.

Kristen is a graduate student at the University of Oregon, pursuing her Masters in Nonprofit Management. A Colorado native, she earned her Bachelor of Science in Human Dimensions of Natural Resources from Colorado State University, where she discovered her passion for nonprofit work through community service and environmental initiatives. Kristen is currently the President of the Association of Fundraising Professionals – University of Oregon Collegiate Chapter, where she leads efforts to promote philanthropy and fundraising. She is excited to bring her skills and dedication to Resource Tap and its mission.

Wesley Blair is a recent graduate from Northern Arizona University with a Bachelor’s degree in Cybersecurity and a minor in Computer Science. He has a wide range of technological skills, but mainly specializes in keeping websites running smoothly behind the scenes, ensuring data is stored, retrieved, and displayed properly. When away from work, Wesley enjoys snowboarding, playing basketball, and spending quality time with family and friends.
Our Advisors

Cary Lieberman is the Executive Director of Greenhill Humane Society in Eugene, Oregon and the President of the Lane County Community Organizations Active in Disaster. He has been involved in numerous community organizations and committees for over 30 years. Under Cary’s leadership, Greenhill Humane Society recently completed a $6 million expansion, including state-of-the-art animal housing and a veterinary surgical center; developed a community-wide trap-neuter-return program; added pet-retention programs including a pet pantry and crisis boarding; and leads disaster response efforts for animals and people with animals. Cary’s focus is on lifesaving, improving the animal welfare system, and bringing a humane perspective to address community health and well-being. Cary holds a B.A. in Advertising from the University of Illinois and an M.S. in Social Psychology from the University of Oregon.

Jo Rodgers (she/her) works with Lane County Public Health Emergency Preparedness and Response team as the Preparedness and Outreach Coordinator. Her primary focus is on climate-driven impacts and the populations who are often the most affected and the first to feel the impacts. She comes from over two decades of work in the nonprofit sector in and around Lane County and has a Master’s in Environmental Studies from the University of Oregon. She has two kids and a husband who runs an urban farm for the county food bank. As a transplant from Michigan, Jo fell in love with the Pacific Northwest and the Eugene community (including friends with persimmon trees) and loves to share this love with others.

Lauren Grand (she/her) has been the OSU Extension Forester for Lane County since 2016. Lauren’s role is to provide objective, research-based educational opportunities related to forest ecology, forest stewardship, and small woodland management. Before becoming an extension forester Lauren worked as a wood products consultant in Vietnam and research assistant with fire ecology labs at UC Berkeley
and the Forest Service. She has a BS in Environmental Science from the University of California Berkeley. Her expertise also includes amphibian conservation management, which was the focus of her MS work at the University of Washington. In her free time, Lauren enjoys exploring wetlands for amphibians, hunting for edible mushrooms with her family and pup, and experimenting with kombucha and pickle recipes.

Terra Ralph (she/her) is a Social Services Emergency Liaison with the Office of Resilience and Emergency Management within the Oregon Department of Human Services (ODHS). She has been with ODHS for 22 years and part of OREM since immediately following the Holiday Farm Fire in 2020. Terra continues to work closely with community partners to help wildfire survivors in their recovery. She also assists with emergency response connected to mass care, social services and cleaner air in her regions of Lane and Douglas counties. She is passionate about her work, especially related to service equity and trauma informed care. Terra graduated from the University of Oregon and lives in Eugene. The beach is her happy place and she escapes to the ocean any chance she gets!

Michael Barrow (he/him) is a distinguished IT industry veteran with over three decades of experience in a diverse array of technology domains, including systems administration, network engineering, software development, cybersecurity, and disaster recovery. His unique ability to thrive in unstructured, dynamic environments and tackle conflicting priorities swiftly has established him as the go-to expert for entrepreneurial projects. Beyond his technical prowess, Michael is an exceptional communicator, adept at both one-on-one interactions and large group presentations. His leadership roles in innovative ventures such as WillaMesh, a community-mesh network initiative for providing open-access Internet connectivity, underscore his dedication to technology innovation and community development. With a track record of crafting value-driven solutions, Michael Barrow is not just an IT professional; he’s a tech visionary with a passion for excellence and innovation.
